transmit to you, to be laid before the

Army Council, a copy of a despatch from

the Governor of Hong Kong regarding the

draft agreement which has been under

the

consideration for transfer of the

Kowloon Peak Military Reserve to the

Government of Hong Kong.

2. The Secretary of State would be

glad if in order to avoid confusion and

delay, the Council would agree to with-

draw the qualification their approval of the draft memo of Lodneger as suggested by the Governor.

enclosure is being sent to the Air

Ministry.
